What do you consider Cheap?
i need atlest 5ips and 2 gig of ram.. my budget around 15USD
I can do that in the UK, NL or USA (miami) (Xen PV or HVM) if you can justify the IP's

im using this for email markerting. i hope this company not complaint much about that.
We (Luna Node) do not allow bulk mail activities, sorry. Furthermore SMTP traffic is disabled on the additional IPs.

Really nice to know that you don't allow spamming activities on your servers but what about those who want to send legit mass emails?
Shame on you for encouraging & supporting spammers. I am shocked how desperate some people are to get customers knowing that they would be involved in illegal activities.
Services exist for that, authsmtp, madrillapp, sendgrid etc etc, and I invite those people to use those instead.
I do not allow bulk mailing of any kind unless the customer is prepared to provide additional proof of ID and address, double opt-in evidence, previous IP's used for mailing (if applicable) and either a yearly payment or a deposit.
To date not 1 person has agreed to provide any of that and I can honestly say over 4 - 5 years I have had somewhere in the region of 300 requests for 'extra IP's for opt-in mailing'
Obviously if you run a forum and a lot of mail goes to members for logins' pm notifications etc that is different but for 'marketing or newsletters' no thanks.
you know what? it will be illegal things ?. I do not know. but if that client is detected doing illegal things. account is terminated. I do not understand it because he thinks without knowing.

We have already found out what you are trying to say blacklisted ip's
no reputable provider or no provider at all will accept you for that.
