but i can never get it available.
has anyone any idea how can i get in queue or suggest me something similar in price, please?

That kind of servers are most likely subsided, it means their place is there in the offer so you keep coming back to their order page, and the goal most probably is that you'll finally order something more expensive, hence it's usually not available.
'+ not much competition on the market in that segment. Not many companies like to do business below costs.
I got nodes that are £8.00 per month.. But they're no better then the kimsurfis probs worse actually.
