He needs 15TB Bandwidth. Not 10TB. Although he could pay for extra but that'd be over his budget by a lot.

100 Mbps is speed not bandwidth but i agree it does not feet since 1 Gbps is asked (did not noticed that).

This server will be mainly used for streaming plex.
Online net is not in my list due to expensive setup fees.
Check oneprovider.com, location Paris, France. Online datacenter, no setup fees. Although the Intel Xeon L3426 1.86Ghz + IDRAC, is advertised as 100mpbs, in reality the speed is much bigger (burst to 1Gbps).
What location are you looking for ?

I contacted one provider customer care and they have limited the port to 100Mb. I have used there 1GBps dedicated long back it was limited to 200Mbps upload

Actually it is the very definition of bandwidth. People use the term 'bandwidth' incorrectly. What most people mean by bandwidth is data transfer, and what most people mean by speed is bandwidth.
100Mbit/s is not technically 'speed'. 'Speed' is more like 'latency'.
The internet is like a road, and bandwidth is like the number of lanes in a road. 4 lanes = more traffic capacity than 2 lanes, but if you only use 1 - 2 lanes, you don't get to your destination any faster.
