Securely Setting Up Multiple RDP Users on Windows Server

So I have a server and access to multiple editions of Windows Server along with the RDS. I was wondering what is the best solution for creating and managing multiple RDP accounts? I am not entirely sure how this is done. How would I go about creating the users and securing the server? I also want to be able to limit the disk for the user. Say, I have a 4TB disk on the server, and want to have say 10 RDP users. I would want each user to have access to only 400GB of storage. Can anyone point me in the right direction or estimate how much this would cost to do?
