What RIR? What justification? ARIN requires ALL of them to be used within 3 months AND you to return your current used space.
I doubt you'll find anyone willing to rent you that amount easily.

If you already have 2500 IPs and are moving / returning that's not a problem, otherwise what @William said.

I'm still learning myself, but my understanding is that when people ask for C-class IPs they either mean they want the 3rd spot (CCC) to hold either the same or different values, depending on the use. Although using different C class IPs for SEO purposes has been a controversial topic.

I believe those classes were used solely for marketing today. Seen lot of hosting companies marketing their service as c-Class IP hosting.
First, discover a means of time travel.
Second, travel back to 1993.
It's a term used in SEO and they probably won't stop using it, much to the dismay of the network gooroos.
Still, when they're throwing money at hosting/infrastructure, you should allow them some leeway.
