Is there a method to make vps auto sleep?

I have a vps with hostigation and when I ping it,there was no response,but after a few seconds,the reply get normal.
It looks like vps was waked up.
I'm thinking there is a method to detect net traffic of vps, if there was no traffic,then make network of the vps "sleep" .
In that way,it would make the network more efficient.
Hostigation's network is very good through all day,the ping time is smooth.I have a vps with another provider(it's better not to mention the name,a new one.) the ping time of that one is good at day time but rose 100ms+ at evening and is not smooth.For example:278ms 289ms 245ms 260ms.
Would hostigation share some experience of network control to latecomers?
