You can deploy EC2 instances in Brazil, and I think that'd be fine under their 'Free tier' for a year, but the bandwidth alone can be rather expensive.
EC2 has poor connectivity (according to lads from WHT Brasil). The is ihservers.net in Argentina with 2 DCs but a little bit expensive ...

privatelayer has servers in panama. they don't have a great support but I had no problems with them. I had a 128MB VPS for $5 for a few months with them. networka adn disk performance was good enough for squid, openvpn and socks but not for real hosting.
