I'm looking for an asian-pacific, specifically australia, new zealand, singapore, japan, or china VPS host with good uptime, for an IRC network. Do you guys recommend anything in those locations?

TOS says no IRCD's but if it's for a private network and doesn't cause any issues I will ignore it till.

IRC Clients are fine.

I have not come across any provider in Singapore allows IRC network, maybe try West Coast provider?

Well, by right yes it's not allowed. By left, as long as you don't attract DDoS I'll turn a blind eye. The policy is there for DDoS prevention, so if you do end up being in the receiving end and you're running IRC, we'll go by the book.
