Took one from inceptionhosting, installed the OpenVPN template, and the VPN is working

Some websites block Germany IP address though. May want to find a proxy in Germany and test sites out or ask for a trial period or just lease for a month with a German provider.

I had experience with a German VPN, alot of YouTube videos were blocked

If you want to use the VPS for Youtube and similar stuff choosing a German location might not be quite wise because of the relatively strict copyright law there. That's why you get blocked with a German IP on those sites. However, Germany is currently the only country in the EU not having a telecommunication data retention act.
