We do not have a backup option available today. It is a planned feature. In the meantime, and as a general good practice you could use an offsite solution from a provider such as http://r1softlicenses.com/. We would be more than happy to assist in the configuration if this is not in your area of expertise.
Yes, we can provide additional IP addresses for $1/ea/month. Just open a request and we will assign them to you.
If you are referencing cPanel (or Plesk, etc), we do not provide the licensing for these. However, we would be more than happy to install, and recommend where to purchase licenses.

Was referencing more to SolusVM or OnAPP type of platform to manage the Virtual Server
We have built a custom management interface to manage the virtual server. Our management interface provides console access, reboot, power on/off, create and destroy type of functionality.
So I think the answer is yes, unless I've misunderstood again
