There is no one time purchase on cPanel licence even on their site: http://cpanel.com/pricing/
If you require a cPanel/WHM VPS it's better if you let us know the resources including RAM, HDD, Location and etc so it will be easy to quote you

Lifetime licences are available but only from those people that already have one, as stated you can't get them directly any more.

There's no guarantee that you can transfer them. It wouldn't surprise me if cPanel honors existing lifetime licenses but does not allow sale/transfer.

I would check out InterWorx. They offer an affordable lifetime license and are a great cPanel alternative. They do a free trial if you want to take it for a test run.
