ADSL, I dont think that the LowEndTalk community is very big on doing home internet connections, let alone over copper.
But on a side note, OVH and FREE are both hosting providers which can do ADSL connections in France. Hope this helps

But I would opt for Google fiber in the states.. symmetric gigabit Internet for $70/mo or pay $300 for installation fee of a 5 mbit Adsl with no additional monthly cost!

AT&T and Verizon both offer ADSL in many residential areas of Southern California. Service quality is not very good. It depends on which area you live in to determine whether you get AT&T or Verizon. They do not compete with each other.
Move to Southern California, and you can have ADSL service.

I agree with this as it sounds like he needs massive ip space just because of he wants to spam everyone I hope no one gives this person anything as I don't want spam in my inbox just saying neither does anyone else. and yes it is for illegal purposes so he cannot be traced to the ip so when he commits the crime he cannot be traced because he is already on another ip doing the same thing and if I get spam I would be blaming it on him lol.
plus if the police start investigating there see this and automatically know it was the op that did it so not a very good way to commit a crime lol.

I he is US/Canada citizen he would not have wanted ADSL. He probably want to do something illegal, that illegal thing may need original (home) IP of US/Canada.
@xiaoqz You should tell what exactly you will do with adsl lines and how are you going to do it. Or else, this is obvious fraud/spam/illegal and mods should take care both of the thread and you. @Mikho ?
I am sorry, but I would not consider renting you a computer connected to an ADSL in my home. It would violate the terms of the ADSL agreement. Even if it did not violate the terms of the ADSL agreement, I would never put myself in a situation where I would have to trust a stranger not to violate the law (for example, child pornography) or put me at risk for civil violation (for example, copyright infringement) on a network connection for which I am responsible. You cannot offer me enough money to do that.
Good luck finding someone who is willing to accept those risks. It won't be easy to find someone who meets your requirements.
Why ADSL? What are your exact requirements? What is it that you want to do with ADSL that cannot be done with an ordinary VPS connected to the Internet?
Getting a different ip with each reconnect.
