Hi,
I doubt if there is any cPanel Full Account Restore Tool (from cPanel Full Backup Files e.g. backup-.tar.gz & cpmove-.tar.gz) which a Reseller can use from his WHM to restore accounts.
Without WHMPHP / WHMReseller if there is any, please let Me know.

No, root access is required to restore a cPanel account.
The only way for a reseller to restore a cPanel backup is to allow them root level access(Resellers »Edit Reseller Nameservers and Privileges in WHM - "Root Access"), that way they can utilize all root functions through WHM without having to provide them with the root password.
