I would say, Runabove. For $2.5 you can get 1 instance (with decent spec) running a Windows Server (though it's a trial version)

Cheapest Windows dedicated server which is even cheaper that VPS is Kidechire server from online.net. You can run Windows Server 2012 R2. Server CPU is not too powerful but works ok for me. If you have Windows Server 2012 R2 key, you can install windows server by joodle way
