I'm looking for a server with the following specs:

At least 1GB Memory
At least 50GB Disk
At least 500GB Bandwidth
Yearly payment (budget < $30)
The closer to Netherlands, the better

hostingsolution.ro had a cheap offer these days that could suit you.
VMBox (NL) also came to mind. I'm quite happy with my VPS there but 50GB disk space might be problematic.

Probably going to be stuck with LA 1gb @$20 annually.
