Low-memory VPS for private VPN
I'm in quest of finding low-memory (128Mb is fine) VPS, where running private VPN is allowed (thus, TUN devices should be available).
Location: Europe preferable, but any other region would do.
1 IPv4 and 1+ IPv6 addresses.
Provider at least 2 years in business
Is the above possible for $12 or less a year?

No, they don't provide with dedicated IPv4.

I'm out of ideas then mate, there's no-one I'd recommend in that price bracket in Europe. If you can stretch an extra $3, Ramnode's $15 in NL would be my suggestion.
Yeah get one from RamNode, few dollars more.
But for vpn a NAT vps is sufficient.

Thanks for all the recommendations, folks. ATM, I have successfully set up a VPN node with IPSystems, which doesn't mean the quest is over (I'll take at least one more node, to keep the mesh more available).
As I said, Europe is preferable, but not mandatory. Thanks for the suggestion.
Dedicated IPv4 gives me freedom of using any port for incoming connection (this is what I need).

Reality in my case was quite glad to adapt to my expectations. But no problem to adapt to reality when necessary.

For a US based VPS as VPN I can truly recommend Serverdragon.net.
Their 64mb package perfect for your needs.
Don't be afraid of the low bandwidth /month on the packages. I have one small baby from them that I use for US netflix and I've never run out of bandwidth.
