Buffalo has been slow as hell for days, seems its single homed Atrato.

Or you could clean up your network. Customers should not be given dirty IP's to begin with, you know what is already soiled yet you keep giving them out.
Some customers do not mind dirty IP address some do, yes because of the mailing issues but some customers do not mind at all..
It was more than a throughput issue, it seems CC was heavily preferring atrato
I'm getting 60% packet loss on 3rd hop, doesn't seem like ICMP rate limit because there's packet loss all the way to the destination host..

This weekend a majority of our traffic was leaving the network via XO. They have made an adjustment and throughput should be much higher now.
Very haphazard still, @jbiloh.
I got some pretty good results on the first try, and now have issues exceeding 100K/s.
Something to note is that outbound in this case is NOT through XO, so XO issues should not be affecting these results.
Sounds like something is pretty broken, and you might want to turn Atrato/5580 off.

Something to note, inbound traceroutes are pretty useless to debug this specific issue.
Go to their LG, and take one outbound to the box you're testing from.

Agreed, the blacklisted IPs wouldn't affect me unless I was to use them for SMTP. Considering almost none of my projects use it, it wouldn't be a big deal for me.

Sometimes works, sometimes doesn't -- are you perhaps load balancing per packet/stream by any chance?

A lot better now
Went from 200KB/s to Linode ATL to ~7MB/s now.
150KB/s to 8.92MB/s in the Tri-State area.
Well done.
One of our 8 uplinks to AS5580 was causing that issue. Their optical team is investigating that issue and meanwhile we have the link turned down.
