Pretty sure http://www.itefix.no/cwrsync/ works just like Rsync for windows.
Thanks, Its for a non techy so a config file is not ideal. Open to other suggestions.

If so, use ncftp with a scheduled task to automaticly upload everything in a dir on win7 to the cpanel server

There's something that a program called "Six Launcher" used to "sync" files' it was called zSync; http://zsync.moria.org.uk/
Either way you're going to have to set it up, or set a program that will auto time schedule backup / send. But dropbox is a great tool, maybe you could make it backup to dropbox then use some DropBox API to then sync that dropbox folder to the webserver.
OwnCloud over WebDAV works well for cpanel and windows 7 info
