Why not use a normal vm in Panama and use a proxy/gre tunnel from OVH, BuyVM or similar.

I think you'll struggle to get it under LET pricing in Panama.

AntiDDoS won't help you if you get hit by 300Gbps Layer4 attack. That would flood the ISPs link, I doubt they have more than 10Gbps.
