    Piwik requires MySQL, and MySQL indeed needs quite a bit of RAM. Unless you specifically fine-tune it for a low-RAM situation, but then it might not be as fast as it otherwise would.

    I started to offer hosted Piwik for my customers and in the beginning it was running on a 128mb XEN server serving somewhere around 3000-6000 users / day.
    I then decided to upgrade to another server and made it easier for the user to manage his account from WHMCS, like adding/removing domains.
