Filesystem difference to installable packages

Is there a tool that does the following:

Take a freshly installed system
Create "snapshot"
Do modifications
Create "snapshot"
Turns the difference between the "clean" snapshot and the "modified" snapshot in to an installable DEB/RPM package?

clonezilla? Sounds like you want a disk cloning tool. It won't give you a deb/rpm because it is working at the filesystem level.
