That said, your looking glass contains false advertising. You are neither on New York, NY (Buffalo instead) or Paris, France (Gravelines instead). Both cities are hundreds of kilometers away from the advertised locations.
I'll have to mention this again since OP's original offer thread was deleted. Most if not all VM technologies allow some sort of overselling (or resourse sharing), including Xen. Quoting SolusVM is not sufficient to prove that it can't be oversold, for example, you can oversell processing power and bandwidth.
Overprovisioning can be done on other resources too, saying Xen can't be oversold is just lying.
