Sure it can, what happens if you give a container half of a CPU's cycles PER SECOND?
Well, you would have to cut the frequency in half as per OVZ. Otherwise, the guest will perform very erradically when you remove CPU from it (such as in KVM when a CPU gets stuck at 40%US, 60%ST and the guest kernel locks.)

thanks for pointing it out, fully apprehend what you are saying but on 1 core and not the other? It's a dual core node, 1 vps has 2800MHz and another 755MHz?
It's kind of cool what configurability you get, not just in OVZ but in KVM's world too.
