ISConfig3 support CentOS 7.
cPanel is a 'not yet' unfortunately. Earliest it will be supported is going to be 11.50 which is not going to hit EDGE for a while yet. Best I can work out is that cPanel might be ready to roll 11.50 to CURRENT (aka 'beta' & not recommended for production) until June 2015.
CentOS-Webpanel only supports 6.x at the moment and no word yet on when it will support 7.x.
Unfortunately SystemD changes many things under the hood. ISPConfig3 is your best bet right now. Personally, I would just run 6.x and keep it up to date.
I haven't gotten anything to work with CentOS 7 yet. Like @Monsta_AU has said, there's a lot that has changed with CentOS 7 and it takes a while for panels to adapt to it.

The good part is that we might see greater support from other panels which have been previously Debian/Ubuntu only.
We have had AjentiV on RHEL-based distros for a little while now, but if OpenPanel and a few other ones come on board due to the fact everyone uses SystemD now, it might increase the choices available to install.

I can see CentOS 7 x64 In virtualmin officially Supporting OS page as GRADE-A OS.
Its working for me, I have installed it on CentOS7 x64 and everything working normal (but MariaDB is installed as Official mysql version is not available for CentOS7.

I use Virtualmin with Centos 7 just fine, the developers of Virtualmin have even said on the their forums that it is compatible.
