Providers, what's your connection limitation of VPS?

I ask this because one of my box was suspended by running lftp
mirror -c -P 30
I know this limitation maybe different between providers.
It's not like cpu, memory, bandwidth, and disk, there is no clear limit.
But is there a probable safe range?
Is there a method to limit connection per seconds of all softwares, not only lftp?
