User may not use 50% or more of available system resources (CPU or memory) for longer then 30 seconds or more than 2% CPU daily, 3% memory daily.
o_o Care to elaborate?
This only applies to our Shared Hosting services so that end users do not run processes that use up a lot of resources for a long period of time. For VPSes, you can make full use of CPU or Memory allocated as long as the server load does not stay high for long periods of time. The AUP will be updated to reflect this more clearly, thank you for bringing it up.

What location are you trying to ping from? I ran some tests from multiple locations and the IP does not time out.
