you sure france is connected at 10Gbps? i wasnt able to get much more than 180Mb from the DL test

It might depend on peering between your home ISP to the Datacenter. We did several tests before and could easily get more than 80-90MB/s to EU locations like NL.
Virgin - OVH is very good. so it is indeed strange. maybe it's a congested test server?
