Hello,
I have one specific small windows application but I would like to avoid paying expensive VPS with windows license. How can I install tinyxp windows on some small VPS box?
Or is there any other way to run windows application at linux?

What do you want to run? Most stuff works great in wine, even on openvz.
Have you tried Wine? It can help you run Win apps on Linux

Does anybody know how can I connect to linux (ubuntu) VPS via visual interface and not just with command line?

Try it in Virtualbox first, install Ubuntu Desktop + Wine. Then try to get it working on your VPS. Not all windows apps work in Wine.

You don't. TinyXP is not intended to be connected to the Internet. XP is also end of life and should not be used anymore.
If you can get it to run with wine, good for you. If you need windows, go for a proper license.
