Yeah but startcom is a private company, they somehow do that for profit (so that when you need a wilcard you go with them?) or for even shaddier reasons; while EFF is a non profit...
It should not be so expensive to setup a tld, something like .eff or .freedom or simply .free.
Of course, setting up a new root DNS system will be more complicated and the existing one will not take lightly a really free TLD and, also startcom has limitations.
