I'm not answering a geography exam, I'm just saying in my opinion. Being from Michigan now, Pittsburgh originally, I would say I do not consider Pittsburgh east coast. I would consider Philadelphia east coast and Buffalo is closer to me than it is to the coast.
I guess it's all about context, obviously I've offended you but I believe this thread needs to get back on topic.
In this context, Buffalo is on the east coast.
But @ topic: 10ms won't make a difference unless you plan on doing you plan to use for HFT or so :P
