Need some help with Powershell and Office 365 global setting

Hello.

Just got my Office 365 Business Essentials plan, and are setting up accounts from multible domains. Everything working great, but I want to change one thing.
All my users is from Norway, and I want the regional setting to be set to Norwegian Bokmål (nb-NO) and the timezone to be UTC +1 Amsterdam, Berlin, Bern, Roma, Stockholm, Wien.

I have done this manually on all current e-mail boxes, but I want to the this setting Globally so it's in place for each new e-mail account I create.

I have tried to read me up, and understand that I need to use Poweshell to do this.
I have followed this guide:

But no luck.

Can somebody please help me with this issue? If it's possible. A global setting, that will apply on all new e-mail accounts I setup. It's important that the mail folders like Inbox etc follows the regional setting, so in my case, the inbox is called Innboks (nb-NO)
