Afaik you can find something half-reasonable in MD, but Belarus is very expensive.
MD is possible, multiple affordable providers there. BY not going to happen at any reasonable price point.
If you looking pay trough PayPal forget about Belarus.
Romania almost same like Moldova, same nation with a lot of providers around..

BW very expensive in Belarus, And why exactly only these two countries? If you looking for offshore try Russian based providers, not trough resellers, most of them have 100Mbps unmetered BW for a affordable prices per month, but only most of them also not support PayPal
