    No, these are both uptime monitoring services, they only check to see if the server responds to ping or a webpage loads.

  • I've used Uptime before, though I had some false positives at times, but it might have been my server affecting it. You can also setup several monitor servers and it will give you the average response time from all monitor servers.

    If you are looking for a more enterprise / full featured solution, you could try Zabbix
