Most providers only provide up to 100mbit in hong Kong due to bandwidth costs.
I would advise against getting a VPS in China. You need to send an "application" to their government if you want to run a website (so they can spy on you). Their servers also seem to be a haven for hackers. I'd look at getting a VPS in Tokyo (through Vultr) or in Singapore.

OP meant to get a VPS in Hong Kong. Hong Kong is a special administration region and you don't need to submit ICP license application.
