your best bet is to look for a microsoft partner (yes i am was looking for those too previously)
or get from a DC
You can sign up to be a partner directly. Some ones going through some one else can be difficult then again, some ones going through a reseller is easier.
There's no difference in costs for any reseller. They all pay the same cost price no matter how many.
