Yes, this is on KVM. You would have about 118MB of usable RAM inside the Operating System, slightly less if you install something gaudy and terrible like Ubuntu (the default text terminal size in Ubuntu is like 1280x1024x32bit, so it uses more virtual video RAM...)

Windows Server 2003 R2 will not fit due to the storage limit (2.5GB is just slightly too small.) You could add a few GB of storage to your order for very cheap anyways.
Also, Windows is not happy without any CPU access.
