Sorry, not too familiar with Wable and its locations. But if someone is in India and visitors are from India, there are very few reasons to go for a service hosted outside India.
1) Singapore
2) Europe
I wonder why in the world are you even thinking about getting it in the US.
.75c/m VPS available in India? My guess he chose the due to the fact they are cheap, out of the three locations they offer he/she will go with the best choice.
If its for Indian users I would raise the budget and find something closer to home, personal... well thats upto @rahulks to decide.
