Yeah a lot has changed in the IP transit market in 10 years.
Cogent has improved their network significantly.
While you still would not want to single pipe to any one provider, a mix of Cogent + X is perfectly fine these days.
I have experience with a mix of GTT + Telia + Cogent which worked very well.
Had a lot of problems during the Corona time, but it is much better now. Not quite cheap, but also high quality.

Can't recommend, we have RETN currently (still) active, many PNIs are overloaded like to Versatel, Elisa Oj or also Vodafone and much much more. The NOC was sometimes unavailable in an emergency (tried under different numbers). In the case of an overload, there is not even another route in many cases, the only thing that comes is that you would look at it soon.
Cogent has been extremely annoying. A colleague had Cogent in routing and was not very happy with it 1-2 years ago. Whether this is still the case I can not say

Opening a new thread should change anything? Nope.
Level 3 is global rank 1 provider, while HE isn't a tier 1 provider (according to Wikipedia).
HE in APAC.. ;-(
Level 3 gets me better ping at least.
