DireVPS server: constant FATAL -> Failed to fork.

I'm trying to set up a vps server with ubuntu 12.04 but can't manage to succesfully install lamp and webmin without geting FATAL -> Failed to fork everytime i try and install the last couple of pieces of software no matter which order I install them in, ie lamp then webmin or webmin then lamp. I chose this plan: £7.50/y - 512MB RAM, 128MB Swap, 25GB Disk, 250GB transfer, Two IPv6 addresses and 1 IPv4, CPU capped to 2 x 1600MHz
Thought this would be fine for one simple wordpress site with a handfull of pages. Was I being too optimistic?

Whats the last column show?
EDIT - non destructive command, run if you want to if not then don't.
Everything zero except this:
privvmpages 83105 131038 131072 131072 383
"The field failcnt shows the number of refused “resource allocations” for the whole lifetime of the process group."
So it failed resource allocations 383 times.
does this relate to the host or to the installation? Please excuse my inexperience!
Its host fault open a ticket and copy paste privvmpages.
Till 2 years ago on some leb this was the practice to limit your resources and make you upgrade.
