Looking for a KVM / Xen VPS, hell even OpenVZ will work.

The provider need's to announce my own IP's (/24), either with BGP so I can use my own AS (Preferred) or on their AS.

Not necessarily, but that is fairly common.

Indeed, it's something we (OpenITC) do for plenty of others. If it's PI space, we can also become your sponsoring LIR.
