I'm looking for a KVM virtualized vServer with the following specs:
CPU: 2
RAM: >3GB
Storage: 250GB
Uplink: >200MBits
Traffic: >2TB
IPs: 3 IPv4/v6
KVM

Maximum costs of $10, less preferred. Please post the offers below or write me a private message. I also agree with a root server if it goes for such less.

    A KVM (or Xen) VPS with less than half the specs - i.e. 1GB RAM, 1 or 2 vCPU, 50 to 100GB storage, 1TB traffic, 1 IPv4 & IPv6 - or an OpenVZ VPS with those specs but with less storage (100GB), less traffic (1TB) and one IPv4.

    The best offer in your case would be NodeDeploy's. You could get a disk space upgrade if you sent a ticket, I guess.

    Well, I provide things like those (except the IPs) but only for people I know very well. The idea of 3 IPv4 looks dangerous at least.

    SpeedTest.net is not a legitimate source of a network test.

    Your grandmother's dog's website is not a legitimate source of a network test.

    Your home computer is [generally] not a good test either.

    Test should be run against a 10Gbps endpoint, or a geo-located CDN to test the actual line throughput. CacheFly's automatic location chooser is often "okay" but not great, while downloading an arbitrary Service Pack from Microsoft is always a good bet.

    I feel there is a language barrier here. Legitimate != good/serious/generally accepted. Illegitimate means fraudulent, scammy, illegal, immoral to some extent, etc. From what you said, it looks like you are throttling traffic which is not allowed by some means, either your ToS/AUP or law, moral, etc.
