Torqhost (EE) is nice.
Baltic Servers (LT) is OK.
Cloudlix (LT) is also OK.
Serveria/BigHost (LV) is mediocre.
To be honest, nothing in the Baltic is amazing. I've been with a bunch of hosts there and you either get poor network (intermittent network issues, speeds are mostly OK, lots of crippling DDOS), poor support (slow, bad English), or poor cost-to-performance ratio.

One of the rare regions where pretty much anything is crap or near crap. Wavecom/Torqhost works.
Torqhost is OK, I think they are colo'ed in Wavecom.
Also, I've heard of a company called E.N. (European Networks?) somewhere, you could check them out. www.en.ee One other I've heard of is Zone. www.zone.ee
