why not create new board that can bind few old raspi board together to get more computing power.

This is not low cost, this will actually be higher cost than the Raspberry Pi if you add the other board you need.
It's just a different form factor.

Yeah -- this is the same Raspberry Pi but in a different (smaller) form factor, with 4GB of integrated storage instead of an SD card. It's not directed at enthusiasts like the regular Pi is.

If you're manufacturing an industrial product, say, a furnace, a solution like this could potentially be very useful.
