Nexmo is my current provider. I currently only use it for outbound text messaging. I do admit, I love Twilio's TwiXML for voice. But Nexmo is eons cheaper than Twilio and Clickatell's SMS. If you sign up for an account, they give you somewhere around 3 euros, which is enough for a good chunk of development messaging. Unfortunately, if you want voice transcription, it's best to use someone else such as Twilio.
Cheers. Yep Twilio is quite versatile. iirc I used it to create google voice accounts by sending number tone mp3s in the response. The only downside of Twilio is that it can't receive SMS from shortcode numbers (apparently it's all down to the US telco network from memory).
Signed up to Nexmo and will give it a whirl.

i used twilio and they were good but the cheapest i used was:
www.nexmo.com (free inbound messages, cheap outbound)
https://www.plivo.com/ (I like that you can use outbound toll free for 0.003 a minute and dont need to buy a toll free number)
I have used innovativesms, cheap, and the API is pretty easy. I used on my monitor http://simplemonitor.org
