I have a VPS with uaservers hosted in the Ukraine. It's been going up and down a lot in the last month. They're very professional, so I suspect that it's related to the political situation
I can fully recommend ukrdc.net - direct link to UA-UX, stable and cheap VPS. They located in uniteddc.net.ua - one of the best dcs in country. It in Kiev, so situation doesn't affect them.

Yea they seem nice, crossconnect to UA-IX also included in colo pricing but also the less usual (by now) separation of in/out ratio by Mbit internationally
UKRDC.net prices seem well, no dedis though. however, UnitedDC.net.ua you mentioned has dedis, if anyone is interested about 90 usd/month for e3 server (hp brand)

As far as i know in Kazahstan there is only one datacenter owner - "Kazahtelecom" http://dis.telecom.kz/page/dedicated. Situation in Belarus is better but price is not good too. The only case to work in KZ and BY is have some resident business in this countries (imho). In Ukraine http://itldc.com/dedicated/, http://iprosrv.com/dedicated/ works good, i recommend. In Russia if you are looking low-cost http://tehnodom.com (Selectel.ru project) and http://renter.ru/rent.html are good.
Hostkey.ru is also a good Russian provider.
Why exactly do you need dedicated servers located in Russia/Belarus/Ukraine/Kazakhstan? It's important to know to understand your needs.
Many people host sites targeted at Russia/Belarus/Ukraine/Kazakhstan in Europe (e.g. Germany and the Netherlands can have pretty good connectivity, in my experience) Also, with the recent legal innovations in
USSRthe Russian Federation, and anarchy in Ukraine, I would feel much safer if my data would be in Amsterdam or Frankfurt than Moscow or Kiev.They are more offshore.
