Can you up your budget to $30/year? If so, Hostigation has stock on KVM VPSs in both locations.
If you can tolerate Xen PV instead -- in Estonia -- Torqhost is still running the 12 eur/year offer I believe -- 128/128 ram, 10gb hd, 100 gb BW. Excellent for me so far, but location may be a problem if you're not in Europe.
