You have nothing in your post that would require a specific host. If you keep squid private i'm sure that most providers would accept you.

This is a request.
I run squid (for private use) in an 64MB Azza vps in US, an 128MB Bluevm US and in a 64MB httpzoom in UK. Costs from 1$ to 1,7$ pm. Mostly use them for video proxy (UK freeview channels, us channels, hulu etc.) and they are all running smoothly. So, anything from 64MB and up vps, cheap, would fit you if u use it for your own, only.
I assume the 1$ - 30$ is monthly?
