Are there any rock solid VPS hosts that allow you to upload your custom ISO file directly into your control panel, attach it to your VPS, boot from it, and install your OS from it? I'm only finding load by URL and that's not what I want.

Have you considered uploading it just somewhere?
Also, I'm curious, what kind of OS doesn't have an ISO available on a URL?
I'm an idiot and skipped custom, brainfart
old out of date Centos 7 or 6, very popular by spammers
Funky. Didn't know.
But even 6 is available

But yeah my brain skipped custom. Makes more sense.
Worst case I would spin up a shitty Webserver anywhere, even from home and serve it from there. 🤷♂️
