Are there any dedicated servers available for 212 USD/year that ignore the DMCA?

Ideally, I'd like to have four IPv4 addresses, as I need to deploy multiple WordPress sites and an online chat service.
Since I’m not very familiar with VPS prices, I’d really appreciate any suggestions you might have.

Dedicated? No. A VPS is possible.
You don't need 4 addresses to run WordPress, that alone will cost around 100 USD/year.
