Not exact like at gun point, but under 100 meter away from actual location, is scary
Its like a chicken with corn with geolocation. Some pinpoint it correctly, some are off by a couple 10s of km, some are so off, it might as well guess the moon.
Depends! The ISP never gives locations that exact, but some IP geolocation providers use other data, such as Android apps that collect geolocations + IPs and use that to pinpoint IP range to exact coordonates.

This can be either irrelevant or precisely what is needed to pinpoint your location, depending on the circumstances. There are now publicly-accessible maps of wifi SSIDs out there. This might be enough to pinpoint you on a map - if you are connecting from a corporate network and the IP address is assigned to your company, people can backtrack which SSID corresponds to that company name (because most of those are named deterministically) and find where you work. If you use a unique ISP in your city (or, more likely, in your suburb) and use the default ISP-provided router, people might find your residential SSID on the map.
Big CGNAT complicates this, of course. Direct connection simplifies.
Of course this is relevant to people sitting on the other end of the world. Nothing stops a 1kg drone with an aircrack-ng payload from doing loops around your neighbourhood and figuring out which precise insecure IOT devices you have on your network to break into and spy on you with.
my isp is giving me IP that is located in another region, and multiple subscribers using the same ip. so i guess it depends on your country,

Google guesses my location wrong all the time, wrong by hundreds of miles sometimes, google seems to put me every place around except the place where I actually am. The best they ever guessed was about 40 miles distance, usually it's between a hundred and two. I guess part of it is because it's a mobile connection and my ISP is uncooperative.
Generally only rough information. However the ISP knows your exact location, and they'll give it out to anyone with a warrant (or any script kiddie with $200).
In general, depending on network type and ISP architecture, IP geolocation is at most accurate to the city level. When precise location data is missing, it return the next less precise coords, such as (38, -97) in the middle of USA, which famously led police to a Kansas farm in search for criminals.
Sometimes however, I do have first hand experience of the geolocation being accurate to 3km. In that case, you'd have a really bad time if they had a small nuke to drop on the coords /s
